2022 Legislative Session

AT THE CAPITOL

This week, the governor will announce a new nomination slate of superior court judges who will need approval by the Judiciary Committee and the legislature. Meanwhile, one of the first orders of business in the legislature is the approval of 22 new superior court judges, two family magistrates, and three workers’ compensation administrative law judges who were recently approved by the Judiciary Committee.

Additionally, Governor Lamont will also announce this week the nomination of a new Supreme Court justice who will need to be vetted and approved by the Judiciary Committee and then endorsed by the General Assembly prior to the end of the legislative session on May 4. Justice Christine Keller privately announced to the governor a few months ago of her plans to take senior status on May 31, 2022. She was originally appointed a family magistrate in the 1980s, then sat for nearly twenty years as a superior court judge, and was nominated as an appellate court judge by Governor Malloy. She rose to the position of Supreme Court justice in late 2020. Justice Keller is a former administrative judge of juvenile matters and has been active for many years in the CBA Child Welfare and Juvenile Law Section.

The legislature will not be in session this week as it awaits the deadline conclusions of the Judiciary, Finance Revenue and Bonding, and the Appropriations Committees. They will bring activity to the second and third floors of the capitol with business on April 13,  with only three weeks of the session remaining after that. They will likely meet four and five days each week to cover business. The public is still not permitted beyond the second floor of the capitol building and the first floor of the Legislative office building (LOB).

In the Appropriations Committee this week, adjustments will be made to the governor’s budget. Also heading to the legislature is the State Employees Bargaining Agent Coalition (SEBAC) union contract granting three years of step increases and 2.5 percent raises, plus a $3,500 bonus this year. The bonuses to 43,000 workers will cost $150 million.

TELEVISION COVERAGE

House and Senate sessions will be covered in their entirety and selected hearings and committee meetings will also be covered. This live coverage can be viewed in-house on the channel assigned to the room where the proceeding is taking place. CT-N itself can be seen on channel 98 of the in-house system and on Comcast Cable’s Hartford system.
