Legislative Policy Changes Approved by House of Delegates
Changes to the CBA’s legislative policies were approved by the House of Delegates at its final meeting of the 2007-2008 Bar year on June 11. The Legislative Policy Committee, chaired by Steven M. Greenspan, met numerous times over the past year to evaluate whether there was a more effective way for the CBA annually to develop, pursue, and then achieve its legislative agenda. The committee invited and received important input from the CBA’s sections and committees whose legislative agenda is pursued in accordance with the CBA’s legislative policies. The committee also received valuable input and advice from the Legislation Review Committee and the CBA’s legislative staff.
Among the changes to the new policies are the following:

A House of Delegates "override" procedure in unusual circumstances where one section opposes a legislative position advanced by another section or committee;

New requirements for a section or committee to retain an outside lobbyist or consultant to assist in pursuit of legislative agenda;

A limited duration for effectiveness of legislative positions authorized by the Board of Governors and Executive Committee;

A scope of approvals for legislative positions as "fast track" or "slow track";

Clarification of the role and responsibilities of Legislation Review Committee.
